Actually, because the programmers made the joystick controls "auto-centering" 
even a mouse & keyboard setup is better than a joystick & rudder pedal setup.
I can't believe they overlooked thoroughly testing this setup with the game
otherwise they would have realized that auto-centering with a joystick makes
hitting anything from a distance IMPOSSIBLE.  Here I am with a stick & rudder
pedals and I can't use it because the game doesn't properly support it. 
FRUSTRATING.
